SCHEME OF ASSISTANCE TO DISABLED PERSONS FOR PURCHASE/FITTING OF AIDS/APPLIANCES (ADIP SCHEME)2023

INTRODUCTION

According to Census 2011, there are 2.68 crore PwDs in India, and many children under the age of 14 also have developmental delays, intellectual disabilities, and cerebral palsy, which may require assistive devices for self-care and independent living.

The government works to provide Persons with Disabilities (PwDs) with assistive devices that are necessary for their rehabilitation and empowerment.

Modern technology has developed numerous aids that can mitigate the impact of disabilities and increase PhDs’ overall potential. However, a significant proportion of PwDs come from low-income backgrounds and cannot afford these aids, which limits their ability to live with dignity.

To further empower and enable Persons with Disabilities (PwDs), the government has decided to modify the existing scheme by increasing the assistance provided, the cost of the aids and assistive devices, and the income limit for eligible families. These changes take into account the increased cost of these items since the last time these limits were revised. The modified scheme will also expand the coverage of beneficiaries and be more user-friendly.

OBJECTIVE

The goal of this scheme is to provide Persons with Disabilities (PwDs) with durable, modern, and scientifically-manufactured assistive devices that will promote their physical, social, and psychological rehabilitation. These devices are intended to reduce the impact of disabilities and improve PwDs’ education and economic potential. All aids and assistive devices provided through this scheme must be certified.

The following organizations are eligible to apply for this program-

Societies and their branches were registered under the Societies Registration Act, of 1860.

Registered charitable trusts.

Indian Red Cross Societies and other autonomous bodies headed by the District Collector/Chief Executive Officer/District Development Officer.

National/apex institutes, CRCs, RCs, DDRCs, National Trust, ALIMCO, and other organizations functioning under the administrative control of the Ministry of Social Justice and Empowerment/Ministry of Health and Family Welfare.

National/state handicapped development corporations.

Local bodies such as Zilla Parishad, municipalities, district autonomous development councils, and panchayats.

Hospitals are registered as separate entities, as recommended by the state/UT/central government.

Nehru Yuva Kendras.

Any other organization deemed fit by the Department of Empowerment of Persons with Disabilities, Ministry of Social Justice and Empowerment, Government of India.

To be eligible for this program, beneficiaries must meet the following conditions-

Be an Indian citizen of any age.

Hold a disability certificate indicating at least a 40% disability.

Have a monthly income from all sources that does not exceed INR 30,000.

If the beneficiary is dependent, their parents’ or guardians’ income must not exceed INR 30,000 per month.

Not have received assistance for the same purpose from any source in the past 3 years. However, children under the age of 12 are only required to have a minimum of one year of assistance.
