Eligibility Criteria for Director (Project/Tech.)

Educational/ Professional Qualification:

A degree in Civil Engineering from a recognized institution or university.

Individuals holding a Doctorate or a Post Graduate Degree in Civil Engineering or an equivalent degree with specialization in the relevant areas of Civil Engineering works related to road construction will be given preference.

Experience:  Approximately 10-15 years of experience in Central/State Government, Public Sector Units (PSUs), or Autonomous Bodies.

A strong focus on project appraisal, monitoring, and evaluation of projects, including project management involving funding from multilateral agencies such as the World Bank, Asian Development Bank, etc.

Proficiency in procedures, technical specifications, and related aspects of road construction.

Age: The maximum age limit for deputationists is not to exceed 58 years. In cases where eligible candidates are not available after the initial recruitment advertisement and a vacancy arises, the upper age limit may be relaxed to 59 years by the Additional Secretary (Rural Development) & Director General, NRIDA.

Furthermore, this relaxation can extend to the age of superannuation, which is 60 years. After reaching the age of superannuation, the incumbent may be re-employed on a contract basis for an additional period of 2 years, extending up to the age of 62 years.

Salary: Level 14 as per 7th CPC Pay Matrix.

In addition to the basic pay, deputationists will receive all other allowances in accordance with Government of India rules.

Director (Project/Tech.) – Contract Basis

Educational/ Professional Qualification: Candidates must meet the following educational and professional requirements:

A degree in Civil Engineering from a recognized institution or university.

Preference will be given to individuals holding a Doctorate or a Post Graduate Degree in Civil Engineering or an equivalent degree with specialization in areas related to Civil Engineering works in road construction.

Experience: Applicants should possess:

Retired from Central/State Government, Public Sector Units (PSUs), or Autonomous Bodies at the level of Chief Engineer (CE) or retired as Superintending Engineer (SE) with a minimum of 4 years of service in the relevant position.

Approximately 10-15 years of experience in the pertinent field, particularly in project appraisal, monitoring, and evaluation of projects. This experience should include managing projects funded by multilateral agencies such as the World Bank, Asian Development Bank, etc.

A comprehensive understanding of procedures, technical specifications, and other related aspects in the field of road construction.

Age: The maximum age limit for consultants is 62 years. Initial hiring will be on a contract basis for one year, with the potential for further extensions based on satisfactory performance.

Salary: Remuneration will be provided in accordance with the Office Memorandum 3-25/2020-E.IIIA dated 09/12/2020, issued by the Department of Expenditure, Ministry of Finance, Government of India.

Joint Director (Project / Technical) – Deputationist

Educational Qualification: A degree in Civil Engineering from a recognized institution or university.

Preference will be given to individuals holding a Post Graduate Degree or higher in Highways Engineering, Transportation Engineering, or Civil Engineering with specialization in areas related to Civil Engineering works in road construction.

Experience: An analogous post in Level 13A of the 7th CPC Pay Matrix (pre-revised Pay Band-4 with Rs. 8,900 Grade Pay) OR

A post of Superintending Engineer or an equivalent position in Level 13 of the 7th CPC Pay Matrix (pre-revised Pay Band-4 with Grade Pay Rs. 8,700) with a minimum of 2 years of regular service in that grade OR

A post of Superintending Engineer or an equivalent position in Level 12 of the 7th CPC Pay Matrix (pre-revised Pay Band-3 with Grade Pay Rs. 7,600) with a minimum of 4 years of regular service in that grade OR

A post of Executive Engineer (EE) or an equivalent position in Level 11 of the 7th CPC Pay Matrix (pre-revised Pay Band-3 with Grade Pay Rs. 6,600) with a minimum of 7 years of regular service in that grade.

Age: The officer being considered should ideally be in the age group of 30-45 years but must not exceed 56 years.

Salary: Deputationists will receive remuneration in accordance with Pay Level 13A of the Pay Matrix as per the 7th CPC, along with all other allowances as per Government of India rules.

Joint Director (Project / Technical) – Contract Basis

Educational/ Professional Qualification: Candidates must meet the following educational qualifications:

A degree in Civil Engineering from a recognized institution or university.

Preference will be given to individuals holding a Post Graduate Degree or higher in Highways Engineering, Transportation Engineering, or Civil Engineering with specialization in areas related to Civil Engineering works in road construction.

Deputy Director (F&A) – Eligibility Criteria

Educational Qualification:

A graduate, preferably with a post-graduate degree in Humanities, Commerce, or Business Administration.

Experience:

The officer should have a minimum of 5 years of experience in any Ministry/Department of Central/State Government, PSU, or Autonomous Body. This experience should be in the following areas:

  • Commercial/Public Works Accounting
  • Statutory & Internal auditing
  • Establishment matters
  • Budgeting and expenditure management
  • Contract management
  • Financial management of externally aided projects
  • Procurement of goods & services, among others.

Age:

Preferably around 30-45 years of age but not exceeding 56 years.

Salary: For candidates on deputation, the remuneration will be in accordance with:

Level 12 of the 7th CPC Pay Matrix.

In addition to the basic pay, deputationists will receive all other allowances as per Government of India rules.
